I don't know why it is there. I'm not aware I would add / change to unofficial repo.
It redirects to an official repo when open in the web browser.

Delete it and add the official one, if it is not available.
Compare the URL's, not the names.
"The system" won't add random repos without your assistance. Any time a repo turns up containing an 8 character hexadecimal string in its name, such as ff8e5a28, it's strongly suggestive that software.opensuse.org's 1-click install process was used to install something, and the admin didn't perform suggested follow-up to the 1-click process, leaving that non-standard repo enabled to cause future grief from misconfigured repos.
